Renewable Strategies talks with Fastmarkets

Fastmarkets has published an in-depth article on the Dutch government’s revised draft legislation for the national implementation of the Renewable Energy Directive (RED III). The updated proposal removes aviation from the national mandate and introduces a ban on double counting of biofuels, reflecting a significant policy shift with major consequences for the renewable fuels sector.

In the article, Renewable Strategies founder Job Barnhoorn was interviewed to provide insights on the implications of these changes. He highlighted how the transition towards CO₂ chain steering and the end of double counting reshapes the relative value of certain biofuels, raising important questions for both market players and policymakers.

“To calculate how much CO2 reduction each HBE represents, the register will use data from 2025, which will only be available from April 2026,” Barnhoorn explained.

As the Netherlands advances its RED III implementation, this development will be closely watched across Europe. The Dutch approach could set a precedent for how other Member States choose to balance sustainability goals, industry competitiveness, and practical feasibility.
